Inactive members are automatically removed from SFI after 1 year of inactivity, I take it you are referring to affiliates who are still with SFI.
The answer to "should you acknowledge' him/her is, ABSOLUTELY!
You have another opportunity to add him to your team and an opportunity for an EA2. Why wouldn't you?

What follows will depend on at what point at SFI the affiliate became inactive. In any case don't discriminate.
If he became inactive early in his involvement with SFI, he may not have earned an income or learnt enough. In this case you would have to nurture him as a beginner. Treat him/her as a new affiliate.

-The Launchpads
-The To-Do list
-The new games
If he/she became inactive at EA2 or above status you may just have to orientate him/her to SFI.
