I think it is not advisable to do so. As you can see in the title, it says TEAM Leader. In the beginning it is seldom that one has a team. And it would use up a lot of energy for them to become Team Leaders and then get nothing in return. I would recommend you:
To tell them to keep being and EA for the time being. When they gain a significant number in PSA's or CSA's then you could encourage them to become Team Leaders.
It's not easy to be one, and not easy to maintain that position. So the resources and energy to become one should be used wisely. They have all heard about the main saying in SFI that "nobody becomes rich overnight". That means that they should be accustomed to the fact that they will have to wait for success.
Instead of encouraging them to be Team Leaders, teach them the basics. Fill their gaps of their insecurity with knowledge and wisdom. If they are not determined and persistent, then teach them to become persons like that. As those are the values which will lead you to success in life.
