I don't think you should do neither.why? This is because, encouraging them is bringing your labour over into fruitlessness, the reason is because encouraging them to become team leaders overnight without a team is like being a father without a child to call your own. They won't last in that position because they won't get the result they are looking for, which is the money attached to their matching VP, so they opt out in the end which won't be good for you if they had been active.
To discourage them is to demotivate them. They will think you don't want them to succeed and to make it in SFI.
So, what do you do? explain to them the benefits and the cost of being a leader without yet a team.
One of my team members wanted to do this when i sent an email to my team on how to maintain EA status without buying anything. he was excited and he was about to go into it. i told him the pros and cons of it then he slowed down and asked me, how do i build a team? it was then, he began to recruit people just when he signed up. i was happy for him, because now he knew what it takes to be a good leader in the future.
