That is a very good question - if you make the wrong decision you can loose them.
I think you have to balance and individualize your responses to your team.
If they indicate they want to become Team Leaders right away I would applaud them and support them but I would also make sure they know that not becoming a team leader right away is not the end of the world and it does not mean they failed.
I would also make sure they know that they are putting pressure on themselves to achieve it every month.
Don't push anybody to go for it if they would rather take it a bit slower.
So you basically have to "read" your team - another reason to get to know them.
I would never discourage anybody to aim high - just make sure they keep their feet on the ground so disappointment won't hit them too hard. Hey, you never know - they might surprise even the most pessimistic person and take off right from the get go and keep on soaring. If they do you win with them.
