This is not a simple "Yes or no" question. There are a few facts to be considered before giving advice to your PSAs.
First of all, do they have a team? We all know that being a team leader without a team is like a school teacher without students. Does someone still wants to become a TL, attend him to the next issue.
Stay team leader without a team is not easy. They have to be able to relay on there own sources. Can they, will they?
So my advice to the PSAs would be:
Do they have an active and stable team, YES. Go ahead and become TL.
Do they not have a team, stay as you are. Build a team first and concentrate on recruiting.
Do they still persist, point them to the fact that it will cost them instead of giving benefits.
