This is a very nice question and to give right answer is bit difficult.
1) You should encourage your PSA to first build a very good team.
2) To lead a team affiliate must have that much of capability to handle down level PSA.
3) PSA must have motivation and determination to lead the team.
4) Prompt response and proper guiadence required. So affiliate must have that much quality.
5) In my opining rather discourage any PSA is not wise rather guide the PSA to read
and update latest happening in the SFI.
