There are many of our more senior affiliates who stress not rushing to TL until you have a team under you to help supply the required VPs. This idea does have good merit, but is mentally limiting.
BTL can be maintained without a very active team, but you will end up needing to spend at least some money to maintain it. SO for the full 1500 VPs or more would be pretty much a necessity. Willingness/ability to buy TCredits as needed to gain the AVPs required for BTL. I would not try a higher rank until they do have at least 2 active PSAs with some actives under them, it would really be very difficult to maintain.
However, I think it would be best to explain within their first few days to a week, depending on how fast they are moving, the benefit of staying EA2 until AT LEAST the middle of their second month before they try for BTL. And that also depends on how much they have learned in the first period. Studying is much easier done without the stress of knowing you have to get that additional 1000-1500 VPs to reach/maintain BTL.
I would recommend making a point to talk to each PSA, feel out their training level (regardless of how long they've been here), see how much they understand. Ask how they would explain thus and so to a new recruit, etc. See if they feel ready to reach for BTL. If so, encourage them to the best of your ability. If not, support their decision, continue with your help.
The point for you is to create a STRONG team, not have those who continually bounce back and forth between EA2 and BTL. That benefits no one, and will lead to fading PSAs.
