If they have bothered to answer your welcome letter (I tell PSAs to contact me in three days after they start) it is a good sign that they are willing to communicate with you.
Generally, I would attempt to connect with them three times. About every three days is enough. If they do not respond after three emails or chats or letters or whatever, I would basically forget them. Let me qualify that last statement...
If you have non-responders I would not just forget about them completely and forever. I would still send group reminders about twice a month (minimum) to let them know that you will always be available to answer their questions and help them get started.
I have found several in my downline who were inactive for several months before they returned.
