People have different reasons for dropping off your Movers list and becoming Inactive team members. About a year ago, after being an active member with SFI for a little over a year, I dropped out myself. My sponsor wasn't very active anyway so it didn't really matter to him.
My reason to leave, in retrospect, wasn't a good enough reason, but it seemed like it at the time. I felt like I wasn't getting enough return on my investment even by maintaining my EA level. I was losing money actually, and decided to find a new venture.
After a few months, I actually missed the daily routine of logging in to my Affiliate Center, so I found a new sponsor and signed back up.
Other examples of why people may opt out - a new baby, a family emergency, new full time job, completely lose interest, etc.
I believe if I'd had a more interested sponsor who kept at me to keep trying and not give up, I may not have quit.
So my suggestion is to stay in contact with them. Let them know that their success is important to them and to you, and that it takes time to build a business.
Also let them know you're there for them. If they've just had a baby, that's obviously a reason to back off the business for a while, so if they can only log in a couple of times a month, that's okay.
You can also ask them to join you outside of SFI on Facebook or Google+ so you can maintain a business connection with them for when they're ready to get back on track.
Suggest that they not Opt Out completely, but if they need to take a break, you understand, and that you'll be there to help them regardless of what their reasons are.
