I think the best way to do this is to impress on your affiliates the fact that it is their business. Whatever they do in this business is up to them (within certain guidelines).
They have their own store already filled with products, to which they can add some of their own, ready to sell. Nobody is going to tell them how or when to sell them. This decision is down to them.
They are their own boss working within a frame that has proved to be successful for the past 16 years.
You must impress on them that it is their business and keep reminding them. They will only get out the equivalent of what they put into the business.
Those that can afford a monthly outgoing to ensure they are EA or above are likely to do much better than those who do not. Business grows better with investment and they are investing in their own business and not someone Else's.
