The best method to recruit an ECA is to advertise publicly regarding the ECA Program, may be with the help of flyers, hoardings, tv ads, classifieds etc.
You may also try warm marketing (which would be more preferable according to me). As a part of it you can
1.Make a list of companies in your city, state, or country (and/or worldwide) you think would be good prospects for the ECA program. Get full postal addresses and/or phone numbers so you can mail literature and/or make phone calls if possible.
2.Contact their managers and ask for the time for explaining the prospects i.e. the benefits of joining as an ECA and attend them at the specified time.
3.Let them make their decision and don't forget to leave without giving your details(e-mail/contact number etc.) so that they can contact you.
Remember, Do not approach this as a one-time thing. The ECA program is going to get bigger and better over the coming months and years. Therefore, keep or database all your prospect company addresses, phone numbers, etc. so that you can do follow-ups in the coming months.
