I tend to avoid friends and family that is always trying to convince me to do something. In building my business I go about it my own way and would mention it in everyday conversations with family and friends. Example - They would ask what are you doing? or what are you up to these days? Then I would reply with oooh, I am working on my new business and having a ball doing so. Some will ask questions which I will answer honestly and some will just say - good luck and enjoy - then I will not offer any more information as they are clearly not interested.
Strangers are just friends you still have to meet. I would not go up to a random person in the street and try to recruit them but if I am at a function or another place where strangers tend to talk to each other (like standing in a queue) they tend to ask questions like - what do you do for a living - and then you tell them and if they are interested (if your enthusiasm is contagious), you give them your card.
Reaching strangers via advertisements can also work - and again, you have to be honest and not lie and you should not bore them.
I prefer strangers because my family and friends are more important to me and I do not want them to avoid me because I am trying to convince them to join SFI.
