Frankly the answer is dependent on the networking skills of an individual. For the simple reason, a person who is not able to convince people at home may well be popular away home and will be able to convince more outside his home and vise versa.
However in normal cases its easier and better to promote the SFI to friends and family rather to strangers. A few simple reasons can be put forward on the same.
1) Not a lot of effort required to convince friends and family members, as they would trust you.
2) You may be able to build a bigger team faster, since you can have friends of friends to help you in doing so.
3) The team you build can be stronger since you can be able to share easily.
On the other hand, doing so to strangers can be just the opposite, more over building team becomes a big ask and leads to slow duplication.
