The only way that you can reach them directly is through team emails. I set up contests that include them. Contests that encourage them to not only achieve and maintain EA status, but also recruit others to do the same. Everyone likes to win PSA assignments and they have nothing to lose by entering your contests. You earn VP for reassignments, they are encouraged to work harder for the team. It's a win-win!
When you send out your team emails be sure to "sell" your contest and encourage them to sign up. If you provide quality leadership and contests for them, they may just reach out to you via email. They have your information to do so.
