It really depends on your own circumstances and personality.
If the economy in your country is poor or your circle of friends and family members do not have access to the internet then there is really no point in promoting SFI to families members and friends. There are still many countries in the world with poor internet access.
If they do have internet access, then by all means promote SFI to them. Family and friends can sometimes be the most skeptic and may not readily listen to you. Be patient, just keep telling them about SFI and work hard. They will eventually come around when they see evidence of your success.
If your personality is such that you are better at dealing with total strangers then family and friends then by all means promote SFI to strangers. This is probably more suitable to those people who are shy or find it hard to verbally express themselves but are probably better with the written word. Don't forget that these 'strangers' if you recruit them, you will have to sponsor them. That means getting to know them.
To answer your question, I believe that you should look at your situation and then make the decision as to whom you are going to promote SFI. I cannot say which for you or anyone else. My preference is to promote to my family and friends but I am not having much success there yet, so I am also looking at strangers.
