This may seem like too vague an answer, but the only way to get a Second Home CSA active is to directly engage with him or her and find out what they need in order to be active. In at least one case, the issue was that the sponsor or prior cosponsor did not take the time to approach the person in his or her own language and answer questions. In the case of another CSA, it was more a question of a more *personal* investment, talking about hopes, dreams and goals. It's going to be different for every potentially-active CSA... and admittedly, there are a few out there who have just stopped listening.
In general, in addition to any other element of approach, I recommend using a translator like Google Translate to make that first step. Beyond that, get as much information about that CSA as possible. Look at his/her picture, any badges earned, any information you can use to build rapport because it's only rapport that builds motivation.
