I don't think we should ignore anyone. After all, the reason that they joined is because they had a dream to achieve. However, by the same token one should not waste too much time or effort on them either - unless and until, they show us that they want to move in the direction of building their business.
That said and done - I would say, always include them in normal information and motivational mails and in your emails to your group. How does it hurt for you to include them in a mail that you are already sending.
Rather than ignoring those who are inactive, make it a point to send out targeted mail to those who are your movers so that they know that you are their rooting for them and leave all the general mail for the whole group.
