So I'd eliminate countries where the income level is very low. I find that most of the affiliates from these countries as well as some affluent countries have false expectations. So this is the first problem to combat regardless of the country you advertise in.
Moreover, you should know that the paid platforms know the ideal prospect you are looking for so generally traffic from affluent countries cost more. This does not mean that it guarantees the best affiliates but at least you know that a prospect from one of those countries has the power to make a monetary investment in their business.
Even though, SFI can be done totally free; it is unrealistic by the numbers that you will gain a sustainable competitive advantage in the industry without an investment of capital. Never forget that your time is your biggest asset. Therefore, don't waste time and money advertising in countries where you know that in general the population is very poor. If you want cheap advertising, advertising in those countries but if you want quality affiliates with buying power then you should advertise in those countries.
So which countries are the best, you must decide that according to your recruiting goals. Do you want a lot of affiliates who are eager to join for free with high expectations of quick riches? Or are you looking for serious affiliates who are willing to do what is necessary to succeed? You can find either in any country. So it really lies in your ad creative and not the country where you are advertising in. Instead of focusing on countries, focus of build quality ads that attract serious affiliates no matter where they come from - I'll vouch for that.
