There is no rule that sais which country is best to advertise in, BUT my short answer would be to go with the countries that have the smallest amount of members. So take the SFI's list of active countries and go backwards. :) There is a good chance that, if you do this, your PSA's from less active countries would have more "room" to work in their local environment, less competetion, so to speak. That being said, there are some factors to pay attantion to. To get the optimum reults, go for less active countries that:
1.Have an optimum number of people using internet daily
2.Have an optimum number of people who shop online
3.Have a good standard of living, more "purchasing power"
4. May have higher rate of unemployment, but not too high to affect people's purchasing habits.
So estimate these factors, what you basically need is a country where people have the money and habit to shop online, but there is still not too many members, so there is more space for your PSA's to build their downline.
