In my opinion I don't think you should limit yourself when it comes to advertising. Obviously, if it isn't working don't do it, but I would try every country to start.
At times it seems some countries have better turn around then others, but that doesn't mean you should ignore the potential of other countries. Maybe hit them a little harder and continue advertising everywhere else.
As with all advertising though, make sure you are using keycodes and keeping an eye on your hit tracker. This way you will know what is working and what isn't. And if it isn't working, reassess what is and do more of what is working.
