I think this is a hard nut to crack. Of course, the country with the most people on the net is most likely the one who gives you the most responses when advertising. But having a lot of responses does not mean a lot of sign ups. Let us split this and start with responses.
For instance, here in the Netherlands the average response from wild advertising (not targeted advertising) is 1 to 1000. Every country probably has his own average in this. This said, no matter where you advertise, try to reach as many people as you can.
Now about the sign ups. It would be so easy for us if there where statistics for every country displaying the ratio between responses and sign ups but, to my knowledge, there are non.
So, in mine opinion, to get the most out of your advertising, there are two strategies:
1) Advertise world wide as much as possible in the English language.
2) If you have the skills, or friends who do have, advertise targeted in the language of the country you target.
