The best way will be to lead by example.
The best way will be to show what you do exactly, but more important will be to actually explain why you doing it and provide any examples on how those actions will benefit them.
For example you can send email to PSAs advising to set SO for S-Builder and expect somebody to do it. Or you can send email with suggestion to set SO for S-Builder, and provide some useful information about it, and show examples of PSAs you got with help of S-Builder, then fallowing your actions will be more appealing and logic. To even more encourage them, you can setup rewards, because you know that things you do will help them in long run.
Another thing I would say, is Timing.
Do not overload anybody with many suggestions, especially if they just joined.
Give them time, one thing, one action at the time.
