1. This is a million dollar question. If only there was an easy way out. But this part is the most trying in terms of patience and the most rewarding once you cross the hurdle. And the beauty of it all is that you can “measure“ your progress with the passage of time and change your tactics as required to get the results.
2. You may have to build up a team of at least 500 PSA's before you get 10 contributing Affiliates. I am basing this figure on my own experience of a 98% attrition rate.
You can then get these 10 "drivers" to push for their own PSAs, and once they build up a team of 20 or more 2nd Generation(for you) working PSAs will you see some signs of duplication in the real sense.
3. How do you get 500 PSAs ??? Well, I have just got my first hundred from S-Build and that looks like the only way out. Getting persons to sign up from your home / social circle may not bring results on the scale you need.
4. Once you have your PSAs, encourage them to go for EA status, that way the VersaPoints they earn are not lost. Then they go for enroling more members. For that an S Build Coop may do the trick.
And most important to build up a good team of even a few affiliates, is to review the performance of your "movers" affiliates daily, identify the promising ones and individually give them tips DAILY till they cross the target you have set for them. I use their VP Ledger and Affiliate profile for this.
6. Weekly mail all your Affiliates a general letter with info you would like to share with them. With this, while you keep updating your regulars, frequent mails from you to the full team, may persuade at least a few dormant affiliates to wake up and get started.
