There is no way you can assure 100% participation in your affiliates.
There are ways that you can maximise your results though.
Become what you want them to become. If you remain an Affiliate then most likely that's all your team will aspire to. If you want Team Leaders then become one yourself.
Communicate with your team. Motivate them, learn about them (what their needs are), congratulate them when they earn even the smallest achievement, make them feel like they are the most important person in the world to you. (they may just be)
Teach them through positive methods to duplicate what you are doing.
If they can see that you really care about them and that you are actually achieving what you want them to achieve you will find you have a much higher success rate.
