I have considered how to answer this question and my thoughts are that no affiliate will know whether you have duplicated a letter to them or not. If you address it to each affiliate personally by including ~FIRSTNAME~ in the salutation, it is already personal.
I love the e-cards and would rather send each new affiliate a personal "WELCOME" e-card - you can duplicate the message on that as well by "copy and paste". Just the fact that you have taken the time to select and send it to them will make them feel special and welcome to the SFI community. I think an e-card attracts more attention than an email and for me it feels more personal than an email. Your intention for a welcome letter would be to induce some action from an affiliate, right? So in the light of that, my opinion is that an e-card will be more effective.
