I believe there is a use for both individual and group mailings of a Welcome Letter. The most important thing is to make contact in the first 24 hours after sign-up. When I receive notice of a sign-up, I send out an e-mail and/or E-Card. If I have a large number coming in a given 24 hour period, like from an auction win or TC purchase, I find sending a group mailing less time consuming. With the correct use of words, even a group mail can come off as personal. Filters in your genealogy can insure that only the new PSAs receive this Welcome message. In either type of mailing, I let the new PSAs know who I am (by name and as their SFI sponsor); I welcome them personally to my SFI team; inform them of the Fast Track badge and how it is earned; a note about E365; and lastly my contact info and an encouragement to contact me with any concerns/questions that they might have.
