To answer your question, I will first of all remind you that there is a popular saying in SFI, 'WORK WITH THE WORKERS'. The workers are the movers so it is advisable to use the individual tool in communicating with your movers, with individual mailing you will cultivate the habit of one on one discussion with the workers often.
Through your genealogy or To do List, you can make use of the group mailing tool to send out mail to all your downlines at once. Using this tool will enable you to communication with thousands of PSAs under you at once both the active and inactive ones. Using individual mailing tool here is not advisable as it's time consuming and waste of energy particularly on the inactive ones. I believe this is the reason why the tool is provided in To do List to send out group mail once every week to your PSAs. And under your movers because they are your workers individual mailing tool is provided there for you and not the group mailing tool.
Both tools are OK in sending out mails to PSAs but use them wisely. My advice like I explain above, use individual mailing tool for your workers (movers) and group mailing tool for your downlines. Good luck.
