I think you should consider both options. Group mailings are a good way of keeping your PSAs interested, motivated and active and you can send them once a week. In a group mailing you can draw attention to a specific resource, method, technique and elaborate a bit on the topic as to draw interest and call to action. Group mailings are also good for various announcements: contests, offers etc.
Individual mailing is a good way to talk to each person according to their specific status, needs, level of involvement etc. This also shows that you care about their activity here in SFI and that you are actively involved in supporting them, which counts for a great deal of motivation.
As for the welcome messages, go for group mailings. It's much easier for you to deliver a general purpose message. The PSA, CSA and Genealogy mailer let you individualize each message by inserting the variable ~FIRSTNAME~ in the message body. Easy to use and efficient tool.
