Actors speak the words that another puts into their mouths. They memorize the words then say them over and over again until they come out naturally.
If you come up with some "scripts" and then practice them in front of a mirror, you will get the "script" right. Then when put in a situation, you will be able to recite back the "script" that you have prepared and practiced.
This is a technique that will take some work, but can take you from a shy person to one who can give talks to large groups without fear. Just learn the script for what you want to say then recite it like an actress would do. The size of the group is not important because you have the words to say pre-programmed.
If there is a school nearby, they might have classes on what is called extemporaneous speaking. This is where you are given a topic, then with 5 min of preparation, are expected to talk about that topic for several minutes. The first time you do this, it is terrifying. The 100th time it is old hat.
I developed my speaking skills in High School. I joined the debate class at the suggestion of a counselor because I was not able to express myself, much like you confess. I went on to win trophies in competition after competition based on the skills the class taught me.
Your problem can be overcome with planning and practice. Simple and easy phrases are those that you have practiced in front of a mirror until they flow off your tongue. I challenge you to make the effort and then report back how your life has changed.
