It depends on you basically, if you have enough time to promote them both and manage them both.
I have one blog and I find myself stranded with time- not having enough. There is a lot of promotion that you need to do in order to get viewers to your blog, then write quality content that is unique and informative. Then you need to decide if you're going to post weekly posts or daily posts, Google phrases your blog if you have 3 to 4 posts in a week and good word count.
Writing the content takes you a lot of time, you need to do research on the topic you're going to write, then do key word search (if you want to get good SEO rankings) and than write the darn thing and post it.
Having two blogs will take a lot of your time and I believe you'll only get frustrated at the end. I suggest that you build one blog about SFI or TC first, then after 6 months when you see where you're at, build another one (if the first was about SFI then the second about TC). Then link the two blogs together, to save time in link building and promotion.
