This is one good question and I want to put in my suggestion.
Building a downline is great that is how you build your foundation. They are the foundation of your business. How active they are and how much they put in will strengthen your SFI business. Remember they are people and they need your attention and care.
First and the for most know what language your PSA and CSA speaks. It would be easy when they inform us when filling in their registration and of course most registration are not complete when we receive them so it makes it very difficult. So if you know what language they speak then translate your letter into their language using google translate.Always inform them to use 'Translate' at the bottom of the page to translate the SFI Affiliate Center pages.
I always write in English and so far only one of my PSA informed me that she does not speak English, so I sent her a translated letter. I have not received any respond from her so far.
Second understand you are a fellow affiliate with them, you are only their guide not their boss.
Third understand they are still learning they do not know everything just like you are also learning. So do not be hard or aggressive on them.
Do not write too many letters to them follow the date mentioned on the To-Do-List. But if you think you have to and if it is really necessary then an extra letter would do but not too many, send an E-Card with your tip on them. Or an E-Card to inactive ones offering your service to help.
Lastly do not tell them to do what you have not done yourself.
For example if you have no SO don't ask them to get one but suggest to them that if they are able to they can and you can explain to them the circumstances why you can not have one at this present time but you are very willing to have one as soon as you are able to. Always lead by examples and explanations of your shortcomings and tell them this is not a competition. That the team members are not competing with each other they can even get high as they can.Sky is the limit. Tell them that they should not limit themselves to anything or anyone. It is their business they need to run it the way they want as long as there is success and everyone wins.
