Try to study the people who are shopping in that area. Observe what kind of products they usually buy there and if you can communicate with them to find out more about their shopping habits.
Then, when you have wrapped your mind on the whys, when, where,whats, hows, now you can target these reason by posting flyers that are related to these reasons. It's marketing so you have to know the reasons and you put something of interest infront of them.
