I suggest to use a combination of contact methods. I start with creating my list of local or regional retail businesses. Then I call and ask for the name of the owner or store manager. Even better if I get to speak with them. I usually tell them that I am sending them some information about our online superstore and how we can help them increase sales. I like sending them a cover letter explaining why I am contacting them, and include an ECA brochure. Make it look professional. Follow up with a second phone call about a week later to confirm that they received the brochure. If you are unable to speak with the contact, and it has been two weeks. I like sending out an ECA postcard as a reminder. Sometimes, these store managers get very busy, and the postcard will help remind them. Most of the time, you will need to contact them more then once in order to successfully sign them up.
