First, the fact that a downline exists tells me that the affiliate has made a conscious effort in the past to create something for themselves by working and investing in THEIR business. SFI is a long term commitment and some, as shown by reassigned co-sponsors, have a difficult time keeping up the necessary enthusiasm to make their business succeed.
My suggestion is for the affiliate to re-dedicate themselves to success.
The downline should be looked at as individuals, not as a group. Take each one and send them a personalized message through team mail and email. If any other method of communication is available (google, twitter or facebook search) like social networks, telephone of snail mail, make that happen also. Personalize each letter with information provided to you, like last log in, VP accumulated last month of total, congratulations on their achievements and badges, their sales and purchases, or their downline. Also offer them an incentive just to respond to your communication attempt, like T-Credits, gift certificate or reassigned affiliates. Now, commitment to a successful future is imperative, sign on everyday and send team messages, post on the stream, and send emails often while continuing to build your team.
