I would prefer Payoneer just because it is a real bankcard and can be used in all ways other bankcards can. Paypal? May be fine, I use it myself, but sometimes I have a feeling my counterparty there is not a kind of banker, but a kind of inquisitor. So many restrictions, overdone "security measures" and bureaucracy. As far as payment processors as such are concerned, Payza is better, they are friendly and don't consider you member of Al-Qaeda if you buy Golden membership in some elite PTC. But still, you cannot pay with any oh these in physical shops - you still have to extract your money somehow to your card or bank a/c and that costs.
So I think Payoneer is best.
