A great way is setting up an incentive on your Leadership Page. For example if people are still EA in their 3rd or 4th month, give them 10 TCredits and some nice words on your Leadership Page.
Creating a Co-op is also a great incentive. Give your new EA's the possibility to join for free or a minor payment so your new EA's will get PSA's of their own.
