I would say that the best way for introducing S-Builder Co-op to your team members would be to wait until they at least reach the Executive Affiliate status. The first thing to do when they join SFI would be to teach them the basics and also tell them to read the SFI Basics as well as the SFI Launchpad. It will tell them more about building a team. That might inspire them to want to learn more about the S-Builder.
In order to understand what you're doing, you have to be able to understand how things work fully before you buy into it. Buying an S-Builder is optional, but necessary if you want to build your team without using free advertisements until you eventually learn how to get your own members. It's also a good look on your profile after you buy it too. You'll encourage others that way.
I would mention it again, right after they become an EA first. You can succeed here, but you succeed more if you build a team here. Good luck with everything.
