This is a very good question. From experience I recommend you to do both, but it depends if you afford to spend some money on purchasing PSA or if you have time to advertise for free on classified sites, promote to friends and family etc.
I also recommend you to learn bidding in auctions (unless you already know this), and try to bid for 25 PSAs.
