I would say that depends entirely on your goals, the time you have to spend on your business, and your budget. I don't see any harm in doing a little of both and I wouldn't say that, statistically speaking, you are better off one way or the other. What you should consider, especially while you're new, is participating in the co-op or purchasing PSAs with about half of whatever your budget is. However, these purchases should not take the place of conventional advertisement as you should be practicing using different methods of advertising as well. In this way you can begin to develop a team more quickly than if you just used one method or the other. As time goes by and you are better at advertising (you've found the spots that yield good results for example), you can transfer the budget for purchasing PSAs/participating in co-ops to other worthwhile endeavors. Conversely, if you find that advertising takes up more time than you have you can put more of your budget towards purchasing PSAs and utilize your time to communicate with them effectively. Again, it all completely depends on your personal goals and your personal budget.
