Test, and retest is the mantra of those who succeed in SFI. Test your advertising and keep very close track of what works or doesn't work. The slightest change in the heading can make a big difference as to who you draw. Test the places you advertise and see where you get the active people from.
Also test your welcome letter. I have tried many different styles, and have scoured letters I received for why they appealed to me. Then I have tried them. Some work and some don't.
Then maintain a continual messaging system about every two or three days when a person first starts. Make them short informative and to the point. Check their VP ledger for items to address.
Add to the above Skype and liking their facebook page and befriending them, finding them wherever you can on social media and reading and watching what they do there, commenting as frequently as you have time and material to do. The more you can comment on what they are doing, the better your communication will resonate with them and help improve their quality.
Being sure to compliment them on every milestone gained in SFI. List their accomplishments in your weekly newsletters.
Anything you can do to reach them on their level will improve what they are able to do.
