Sometimes this will happen when a PSA is rushing to get points and did not really pay attention to what they voting. I would start the week before the end of the month and send out a team mail explaining the importance of them rating their sponsor and encouraging them to give you a good rating. You might say something like " I strive to be the best possible sponsor and remind you that I am here to help you. If there is anything that I can be doing to better serve you, I'd love to hear from you. If you don't tell me, I can't help." Then, at the beginning of the month, you can send out another reminder, stressing how much you value them on your team and want to help them. Those that are really interested in building a business and not wanting you to do everything for them will be sincere in their evaluation and ask you for help as they need it.
