Whether they are PSA or a CSA, the old adage about how you can lead a horse to water but you can't make it drink applies
(the actual answer to this is that if you hold it's head under it will start to swallow the water before breathing it in - but that may be considered an extreme solution)
Emailing is the obvious solution and no doubt many people will suggest this. However what you need to do is send an email that offers something they are not already getting from SFI or their own sponsor, not just a list of links to Launchpad that they have already received.
Do you have a Co-op? Are you running a contest? Are you offering T Credits?
And are you offering direct support, an email or other way to contact you personally? Maybe, as so many experience, they have an inactive sponsor who is not helping them, and you as their co-sponsor have the golden opportunity to be the mentor and leader they need.
Start with CSA mailer, and make it personal. Then see which CSAs start to reply and why.
