There is not much you can do... You can't push anyone to do anything. This is what I do when I receive CSAs: I send them a welcome letter, I introduce myself, I offer them my help, tell them to contact me for every issue they have. And that's it, I don't send any personal messages to them any more, but when I send Team mails through genealogy mailer, I make sure they are included. The most of CSAs are inactive, that's true. And you dont't know if they'll become active sometime. So don't give up on them
