Surprisingly, I've struggled with this too! You would think people would be all over free stuff, but oddly, they're not!

So far, the most effective thing for me is to let them know about the contests. I also have contests with varying degrees of difficulty, so my affiliates know that I will make good on delivering prizes and also to give them a sense of accomplishment.

I also award prizes even if they don't 'officially' enter, and then just send a quick reminder about the contests and why they've received whatever prize.
