First you have to realize that only a small percentage of all affiliates will be active. I think most affiliates join because it is free. They are looking for "Pie in the sky". When they find that they actually have to do something they quit without deleting their account.
That being said, I would open my Genealogy and sort by last log-in, dsc. Now you have a list of active/semi active affiliates. By looking at their last log-in date and then their VersaPoints (monthly/daily) you will find a few who are actively working the system. You will also see those who started some of the To Do list, but never completed it. These are the affiliates to concentrate on. You can go to their VersaPoint Ledger to determine what stage they are at and address each one individually. Contact them to see if there was a problem causing them to stop completion of the To Do list. Once you get into a conversation with them possibly you can bring them back to the task.
In the mean time, continue to send the weekly group emails to all. Never give up. Persistence will pay off. You can never tell when one of the "lost sheep" might return to the fold. This is a numbers game. If you don't quit you will win.
