"What do you do with affiliates who never do anything--despite you constant encouragement and offers of support?"
Essentially, there is nothing you can do for affiliates who never do anything. For whatever reason, SFI is not right for them at the moment. Whether they are not the entrepreneurial type, the time is not right for them, or whatever the reason, there is little you can do.
It is essential to continue sending team mails to them, however. I've had a lot of success in bringing back affiliates. I've had a lot of second-home CSAs come back and get started from scratch, months after they joined.
Most often, you need to send a team mail or email that is personal enough that it doesn't sound like a sales pitch. One of the most effective ways is to ask them why they joined in the first place. Often, this will make people re-think why they signed up, and encourage them to take a second look.
If they decide to come back for a second look, keep your eye on your genealogy. If someone logs in after being inactive, send them an email. Introduce yourself, and give them instructions.

If you can get them back in the door and help them understand how the system works, you may find a few hidden diamonds. Continue to communicate with them, and you may be able to help them achieve what they originally signed up to do: to be more financially successful.
And their success is your success!
