I think this is very interesting question.
In my opinion You can't get them to offer You anything.
You just can be polite, and ask them for help, or opinion, etc.
If they are willing, then they will help you or offer you some assistance.
So in general, my advice to You is: Be polite to everybody,
and then You can ask and recieve!
