If you get wave 3, you'll have several offline marketing methods that work to attract these types of people. Just hand them a business card. Or pass out flyers or put the bumper sticker on your car. There are so many ways that you can use the business tools that SFI already has in place. The telephone works as well. And there are even some phone scripts you can use.
The best thing I've found is just to go to a small mom and pop thrift store and ask the manager if they have a website. If the answer is no, ask if they would like one where they control what gets sold where they can sell off some of the items that aren't selling in the shop. Most will jump at the chance to do this, especially if you tell them that they only pay a small fee AFTER the sale.
Make sure you give them an ECA flyer or a link to your ECA gateway.
Call them up about a week later and see if they've had a chance to visit. Let them know you didn't forget about them and you're truly interested in helping them succeed.
If possible visit them again and bring a printout of an ECA page you like so they can see the site.
