get some simple hints from the children who are following her; the type of vehicle she is driving in around; even the type of attire she and her children are in . More or less same applies to the gents too.
So based on your own close observation of that person, strike a conversation and give away the SFI/TC cards. If the person is interested in making money you will surely be contacted. Hence the journey with SFI will begin. There is a 80/20 % rule.You will definitely find 20 genuine people out of every group of 100 persons.
