I would suppose that the best way to get affiliates to sign up without asking a lot of questions first would be to join a co-op (S-Builder or some other one that is available to your team or in TripleClicks). You would be receiving affiliates and customers, and you would not be in direct contact with them until they signed up. Even if you advertise on a Web site or through a blog, you still might be in contact with a person who could raise questions and objections if they had your contact information.
You could have a URL forwarded to a Gateway site and advertise that URL, but people could raise a lot of questions if they contacted you directly. That is why I feel that joining advertising co-ops may be the best way to go in this case.
